New standards for food contact materials (FCM) have been brewing for a long time, and a series of GB 4806-2016 standards were finally issued on October 19, 2016. A transition period of 6 months will be implemented on April 19, 2017. The latest version of GB 4806-2016 standard will be enforced. The last edition of GB4806-1994 was issued more than 20 years ago. There are still a lot of issues that need attention. Here we can read the new standard and reduce the risk of the enterprise because of the standard upgrade.
1. Let’s take a look the scope of application of GB 4806.1-2016
Food contact materials and products
- Under normal conditions of use, materials and articles that have been or are expected to come into contact with food or food additives (hereinafter referred to as food) or whose ingredients may be transferred to food. Including packaging materials, containers, tools, and equipment used for food during food production, processing, packaging, transportation, storage, sales, and use, and inks, adhesives, and lubricants that may be in direct or indirect contact with food.
2. Basic requirements - Basic safety requirements for all types of food contact materials and systems
When food contact materials and systems are brought into contact with food under the recommended conditions of use, the level of substances that have migrated into the medium should not endanger human health.
When food contact materials and products are brought into contact with foods under the recommended conditions of use, the substances that have migrated into the food should not cause changes in the composition, structure or color, flavor, etc. of the food or produce technical effects (except for special provisions).
Except for special activities such as active and smart materials
a. Food contact materials and substances used in the system should be able to reduce the amount of contact materials and the amounts used in the system under the premise of achieving the expected results.
b. Food contact materials and substances used in the system should meet the requirements of phasor specifications.
c. The amount of non-intentionally added substances to be controlled by the food contact materials and manufacturing enterprises should be controlled so that the amount of foods that are migrated into the food meets the requirements of this standard.
Food contact materials and manufacturing companies are responsible
For substances that are not in direct contact with food and are blocked by an effective barrier layer between foods and are not listed in the corresponding national food safety standards, food contact materials and manufacturing enterprises shall conduct safety assessments and control their migration to foods. The amount does not exceed 0.01 mg/kg. Carcinogenic, deviant substances, and nanometers are not applicable to the above principles and should be implemented in accordance with relevant laws and regulations.
The production of food contact materials and systems should meet the requirements of GB 31603.
3. Limited requirements
General requirements
The total amount of migration of food contact materials and systems, specific use of substances, and residual amounts shall comply with the regulations for the total migration limit, the maximum use-specific specific migration limit, and the maximum residue in the national standards for food safety.
Special requirements
a. For the same (group) substances listed in GB 9685 and product standards, the (group) substances in food contact materials and end-of-life products shall meet the requirements of the limit amount, and the limit value may not be added.
b. The various materials produced in composite materials and products, groups and coatings shall conform to the provisions of national standards for food safety. When all kinds of materials have the same item limits, the food contact materials and the system as a whole shall meet the corresponding limited amount of weighted sums.
4. The principle of compliance
Raw material
The use of food contact materials and raw materials in the system shall comply with the national standards for food safety and related announcements.
Additive
The use of food contact materials and additives in the system shall comply with the provisions of GB 9685 and related announcements.
Finished product
Food contact materials and systems shall comply with the provisions of the national standards for food safety of the corresponding products.
