【Europe - POP】欧盟更新五氯苯酚(PCP)的限值要求
In an article published last December, CTC informed you of the adoption by the European Commission of a regulation modifying the entry on pentachlorophenol and its salts and esters (PCP) in Annex I of the regulation on persistent organic pollutants.
去年12月，CTC在官方网站上推送过信息：欧盟委员会通过了一项条例，修改了POP法规附件I中关于五氯苯酚及其盐类和酯类(pentachlorophenol and its salts and esters, PCP)的要求。
This modification is published in the Official Journal of the European union of 23 February 2021 with the following title: “Commission Delegated Regulation (EU) 2021/277 of 16 December 2020 amending Annex I of Regulation (EU) 2019 / 1021 of the European Parliament and of the Council on persistent organic pollutants as regards pentachlorophenol and its salts and esters ".
2021年2月23日，欧盟官方公报发布了修订，标题如下：“委员会于2020年12月16日授权通过法规（EU）2021/277，修订POP法规（EU）2019/1021附件I中五氯苯酚及其盐类和酯类的要求”。
Via its article 3, the POP regulation prohibits the manufacture, placing on the market and use of the substances listed in Annex I either as such, or in mixtures or in articles, unless the substance is present as an unintentional trace contaminant.
POP法规第3条禁止制造、投放市场和使用附件I中所列物质，无论这类物质是单独存在、还是以混合物形式存在，抑或是存在于物品中，除非该物质作为非故意微量污染物存在。
PCP and its salts and esters were listed in Annex I of the POP Regulation without a limit value for their presence as unintentional trace contaminants.Regulation (EU) 2021/277 now sets this limit value at 5 mg / kg (0.0005% by weight).
此前虽然五氯苯酚及其盐类和酯类被列入POP法规附件I中，但对其作为非故意微量污染物的存在没有限制。现在法规（EU）2021/277将限值设定为5 mg/kg（0.0005%）。
This new threshold is applicable to all articles placed on the European market, in particular footwear, leather goods, gloves, clothing and other leather and textile accessories.
这一新门槛适用于欧洲市场上的所有商品，特别是鞋类、皮革制品、手套、服装和其他皮革和纺织品配件。
